From the announcement:

FacebookCamp is an unconference for everyone with an interest in building on the Facebook Platform. FacebookCamp brings together developers, marketers, strategists, technologists, and students, in an open and collaborative environment of sharing and learning.

L’évènement de Montréal sera bilingue (comme les BarCamps ici d’ailleurs) et comprendra deux “tracks”, une conceptuelle et une technique.

Interestingly enough, this comes after Sylvain Carle declared he was now beyond facebook.

Just a note that there’s a date discrepancy there. The FB page states it’ll be on November 7th, not the 4th.
